The Best of Social Anarchism :

Democracy Without Elections

The full article is not available online, but the summary abstract is included below for reference.

Martin approaches the age-old question of governance in an anarchist setting with this three-part article on democracy. The first part offers a critique of the traditional electoral process; the second part covers a variety of common alternatives (referendum, consensus, federations); and the third part discusses a little-known process called demarchy, whereby individuals are selected at random to fulfill roles necessary to the maintenance of social organizations.
